controls the use of the vehicle and driver for "time of use" or by
the mileage.

carrier control itinerary (the sights to see) and the passengers
pay individual fares.
PSC authority allows you
to provide Share-Ride Services allowing for unrelated party
traveling in the same direction to travel together in the same
vehicle. In this instance the passengers pay individual,
tariff base fares, approved by the State.
